There should be someway for it to drop parabombs, but you could try tricking the game...
If you gave the plane a weapon which had the image of a parabomb with a parachute on it (you'd have to create one) and gave this weapon a projectile with the verticle=yes tag then you would get something of a parabomb effect.
The verticle tag is what the kirov when it drops bombs. I also think that the nuke uses it as well.
I can't help you with the miniflag thing sorry, I wanted to try that, but couldn't be bothered making a new flag, keep trying though, there could be a way.
