OK, this was interesting: I was going throught the ini files for the campaign maps, and found reference to a unit called "ChinaVehiclePropagandaBlimp".

I could think of two reasons why it's not in the game:

1) The demoralize code was removed/disabled, and the blimp would've used it?
2) EAP felt the Overlord with a Propaganda addon should suffice.

Anybody else got a theory, or even perhaps a link where we could get this model?
