Default Adding additional sides

I'm making this mod called World War III and I was wondering: Does anyone know how to add additional sides? I know it was possible with TS & RA2 but it was easier since it was all in one big file mostly. I'm trying to add a Russian side & European side. Here's some old clips of the idea.

Speznatz soldier [hero] (either male commando, female sniper, or other)

Conscript [soldier] AK74 armed soldier dedicated to the defense of the rodina

Longrifleman [soldier] Armed with an SVD rifle, these troops double the range of a Russian squad but are useless against vehicles.

FSS Agent [soldier] These spies can disguise themselves to keep an eye on the enemy and also plant explosives on units and clear a building with a gas

rocket.

SAM Avenger [soldier] AA support troops, they can also harass tanks.

Aircraft
Black Shark [helicopter] The 'Hokum' is a twin bladed fast attack helicopter specializing in tank busting

Berkut [jet] This 'Golden Eagle' is a highly manuverable air superiority fighter with limited use against hard ground targets

Yak [jet] A STOVL aircraft, the Yak can fly like a helicopter and is excellent against soft targets and can arm standoff weapons

Sea Monster [transport] A massive ekranoplane transport used to ferry Russian tanks and troops at great speed

Blackjack [jet] The largest warplane in the world, the Blackjack is also capable of MACH 2+ and carries a heavy bomb load (not buildable)

MLRS [lrsv] Following the spirit of the WW2 Katiusha, the modern Russian MLRS launches a destructive salvo of rockets to kill its target(s)

Bear [tank] This tank is Russia's super tank

Cossack [tank] This twin barreled tank is the modern mainstay of the Russian army

Dozer [builder] Russian construction vehicle responsible for Russian bases

Armored Car [harvester] Now that the economy is stable, Russia is taking no chances. These well armored trucks can carry two infantry that can fire out of

ports to add safety

Foxhound [atv] A recon atv, the Foxhound only has a light cannon for defense

European Union - mobility

Weaknesses:weak
Reeling from biological attack, the nations of the European Union have pooled their military might and are taking the fight to the GLA. Using mobile bases and diverse forces, the Europeans are ready to extract retribution.

Units
Austria - Pummel [lrsv] Austrian artillery is the finest in the world. The longer they bombard a target, the more accurate they fire.

Belgium - Engineer [soldier] These crafty builders construct light and mobile sturctures. They can also repair buildings and vehicles and carry a pistol.

Denmark - Sapper [soldier] These demolitions experts have enough explosives to blow up a small country. Dynamite, mine laying, mine clearing, these guys do it all.

Finland - Field Stalker [soldier] Scouts of the EUA, these stealthy troops are armed with MP5s and can spot other stealth units. Extremely useful against infantry, tanks will wonder what they just ran over.

France - Legionnaire [soldier] The elite French Foriegn Legion troops lead the ground war armed with FAMAS rifles and bayonette.

Germany - Tiger [helicopter] These German attack helicopters are armed with several HOT antitank missiles.

Greece - LAW Enforcer [soldier] Greek LAW Troopers carry a rocket launcher light enough to let these soldiers keep up with rifle infantry but powerful enough to ruin a tanker's day.

Ireland - Skirmisher [apc] Irish APCs carry six infantry and are armed with a machine gun and firing ports for infantry to provide cover.

Italy - Gladiator [tank] Italian light tanks can zip from one area to another with little problem and their cannons pack a punch. Their armor, however, is an eggshell.

Luxembourg - Quartermaster [harvester] These soldiers set up shop next to a supply depot and manage resources on the front. When resources run out or if a smart commander thinks ahead a few can be set to reorganize inventories to find 'lost' materials and better organize supplies

The Netherlands - Archer [tank] The Dutch missile tank is a medium ranged unit that is murder against hard targets and aircraft and can upgrade its armor to stand toe to toe with other tanks

Portugal - Leviathan [tank] The Portugese amphibious tank is armed with 30mm cannon, making it effective against soft targets

Spain - Typhoon Eurofighter [jet] With German and Italian fleets devastated, and the UK fleet covering the home nations, the Spanish have supplied their Eurofighters to engage the GLA abroad. Armed with HE missiles, these multirole aircraft can take on air and ground targets

Sweden - Viking [tank] This Swedish tank has heavy cannon mounted, forbading a turret. It was ment to punch through the frontlines flanked with light tanks to cover its blindspots

United Kingdom - Nigel Lane [hero] This MI6 agent is a master of disguise and can identify terrorists. Armed with a TMP, he can deal with infantry and against vehicles he runs up and sprays the occupants with a hail of bullets.

Buildings
Artillery Site [base defense] - This 155mm cannon is a stationary defense site that can bombard enemy forces, shell tanks, and target aircraft with equal effiecency.

Mobile HQ [hq] Engineers are trained here and general abilities are accessed from here. This is a mobile structure that must be deployed to enable features.

Neutron Silo [superweapon]
Mobile CP [tech] This structure can be moved from place to place. The general's staff resides in this place and can authorize
Sensor Array [special] This structure can detect enemy forces before they enter visual range, allowing a clever commander to prepare a warm welcome.

Supply Storehouse [silo] this is a mobile structure. Quartermasters bring supplies here to distrubute to mobile forces. Quartermasters can also enter to reorganize inventory and find lost supplies.

Upgrades
Heavy Machine Gun - adds a heavy machine gun to Gladiator light tank, making it better against infantry.
Heavy Armor - adds heavy armor to any tank but drops speed
Capture Building - Allows Legionnaires to capture buildings
Visual Imaging - Allows sensor arrays to see what enemy units in range see

As you can see Russia is a little more fleshed out since I haven't really started on the EU side. These lists are very old and thought up even before the Beta of Generals was released so I've changed quite abit since then especially the EU side (they were a little too much like the Allies in RA1 and I have to replace the Leviathan since the USA doesn't have hover Crusaders anymore.) Anyways I'm ranting so I'll shut up now. Any help is appreciated.
