PlayerTemplate.ini and ControlBarScheme.ini
Those are the most importent
You will also need to make new dozer units and controlcenters so FactionUnit.ini and FactionBuilding.ini
You need to make sure the sciences are up to par so: Science.ini
Editing all those means you need to update the CommandButton.ini and CommandSet.ini
Don't forget to alter the csf table (lets you use your own names for things)
