AR2 has by far the most impressive "look" to it if you want to know what a good mod looks like. Really a good mod should provide new content for every part of the game. You should have a few new units to spice things up at least, have new MP AND SP maps (so a new campaign in other words), new voices to go with your new units, perhaps a few new sound tracks if you have any musically talented friends or associates. Maybe some nice new audio briefings for the campaign if you have one as well (just have them play at the start of the missions) and new load screens for new SP missions. The new units should make sense within the context of the storyline and game environment and be balanced such that they are useful, but not to the expense of another unit (I'd say the exception to this can be if its side specific, then it can be a better version of a unit for one side only). If you think you can balance whole new sides then replace the entire tech tree and move the storyline out of the RA2 universe. With new graphics, make sure they fit with the GFX styles already in the game and make sure things like voxels are done correctly, a rough normals job reflects badly on the mod IMO.
