1) XCC Mixer - without this, virtually no modding oif C&C games would be possible
2) Notepad/Wordpad - Extremely extremely good program. So simple it rocks.
3) A good GFX editor - preferable one you know how to use if you want to create new SHP gfx
4) Voxel Section Editor 2 v1.7 - for creating voxels (basically the tanks and the aircraft).
5) Last but not least, your brain.
