This is a very commonly seen and very annoying bug. I have had my own prism tanks destroy my own buildings while shooting at fallen rocketeers, and I have even seen deployed GIs shoot at the fallen rocky and get the kill, getting promoted in the process! The bug is, the stupid things aren't actually "dead" until they are done playing their falling sequence.
This is what DeeZire told me when we talked about it on the old forums a while ago. I copied it down for later reference but never bothered implementing anything... just never got around to it.
"I think the Rocketeer fix lies in the ART.INI Sequence - unlike TS, they use the AirDeathStart etc etc load of crap that doesnt seem to work properly. Much better to give them a DeathAnims= of a Rocketeer falling and just have them explode in the air as in TS."
Note the RocketeerSequence is also used by the Cosmonaut, so you'd have to fix him too.
