Then your problem is making the new unit... umm did you add it to the [VehicleTypes] list? Does it have a Prerequisite= that you can achieve? Is its TechLevel= between 1 and 10 inclusive? Have you limited it through ForbiddenHouses= and/or RequiredHouses=?
