Maybe you jump to conclusions a bit too fast there, by accusing someone to be lazy?
I just want you to realize that for some people it takes a considerable effort to speak English, something you, as an American, might take for granted... In several foreign countries English is not even thought in college, so they depend entirely on being autodidact to learn English.
Maybe next time it would be more convenient to ask him to clarify his question instead ?
