You can use it both on its own with TX maps and with mods that have TX maps. On its own BTW, it will not affect online play at all, you will still be able to play on normal maps with anyone else even if they don't have the TX. If you want to play on a TX map though, you will need to tell the other players to download it (1.4 will be a big download, but it adds hundreds if not thousands of additional tiles to the game and enables lost features).
