Thanks, but still have a problem :/
In my gamedata it looks like this:
MinLowEnergyProductionSpeed = 1.0;0.5
MaxLowEnergyProductionSpeed = 1.0;0.8
LowEnergyPenaltyModifier = 1.0

and it still won't work??
