this is how I have it set

[French]
UIName=Name:French
Name=France
Suffix=Allied
Prefix=G
Color=Gold
MultiplayPassive=true
Multiplay=no
Side=GDI
SmartAI=yes

BUT I can still play as France if I choose Random........
