these questions can get annoying. First, use the search function, and if you don't find anything, download the tutorials here.
I'll be nice, though. add a new number and name in the buldings list, and make a building with the same name e.g. [MYNEWBUILDING]. Then fill in the data(if you don't know what to do, copy from another building and work from it). and give it an image,.(which is another process altogether, if you're making your own building art) all this is in rules.ini.
