Edit: I found where you got it from, and just from looking at the readme im guessing this is the problem -

Prerequisite=GAPILE,GARADAR,GATECH

Change it to

Prerequisite=GAPILE,AMRADR,GATECH

And while your at it, change its weapon from the nuke bomb and lower its strength to something reasonable, not 9999.
