'autocreate' means 'build it' rather than 'recruit it from the field'.
The units you are seeing are the basic refinery defense units, they are not created as a result of anything happening in aimd.ini.
For some reason the AI does not think it is ready to build teams. Either:
You screwed up the walls and the AI can't build walls around its conyard, although it wants to.
You tried increasing 'HarvestersPerRefinery' - now the AI still won't build more miners but it is not satisfied with the ones it does build.
The map you played on has IgnoreGlobalAITriggers= set to "yes".
There's a couple of other possible reasons, but I think these are the most common.
