I dont realy think this would work
1) who is going to make/maintain/update/screen and such the database ?
2)what is going to stop the mentally 12 year olds from setting up a hotmail and ripping the bunch ?
3) and I for one am not going to be happy to explain how everything works that I put in there to the types that want everything handed to them on a platter (the ones to lazy to whipe their own asses and complain to you when they do it wrong)
anyway, I would admit its a noble cause and I wish you the best of luck, but count me out.
