As far I can see, there is no way you can trigger a ConditionState on object A when object B is created.
All conditionstates are always relating to the concerned object and are never referring to an external object.
to give you an example:
The ConditionState CLIMBING relates to the unit performing the climb so the animation will be played when the infantry is climbing, but you can NOT have an animation played on the warfactory while the infantry is climbing...got that?
