The most flood crises (if you can call 'em that) come from the rivers that come from Germany and France. the Netherlands had a great flood in 1953, and since then, we're famous for the defenses against water. Dyke isn't a Dutch word used over the world for nothing. I guess Psycho would know most about flooding...
I never really played Caesar III. It was in my younger days, when I sucked at games, that I borrowed it from a friend for a while. It was cool though.
