Just d/l XCC Utilities from http://xccu.sourceforge.net

Use XCC Mixer

File -> Found -> Red Alert 2

And go looking for SHPs. If you want one extracted, just right click the name and and choose Copy as pcx (since SHP's can only be edited by the SHP Editor & Builder).
