3Ds Max and Gmax are both made by Discreet. 3Ds Max is the really expensive professional version and Gmax is the stripped down freeware version for game modders.
Anim8or comes highly recommended.
I use Paint Shop Pro, since you can get it for $100 USD or less, while PhotoShop is more expensive.
BS SHP Builder 2.1 is freeware and you can report any problems with it
here.

I'm working on a major update, which I will hopefully be able to launch soon. I should add a list of modding utilities to it.
