Wasn't in the mood to translate it, but those are actual quotes from Yuri 1.001's patch.doc, clearly stating that Westwood themselves did change prices, speeds and other balance-issues after the release. The point? All those values were originally intented as well. So just because something hasn't been fixed by Westwood with 1.001, that doesn't mean they wouldn't want to fix it at all...they just got bought up and locked away.
And, in addition, just look at how many times prices, speeds and similar got changed in Generals after the release - it's just that Yuri didn't get enough patches.
It is normal business to fix balance-issues after a game's (or mod's) release, and since we all agree that those soylent-values, for example, just don't fit in, I say correct them. Westwood would have done it, if they'd had the chance.
