Ok, I will, well, first I will post some stuff here, to help our friend, FatJoe.
Ok, to do what you wan, you would need to do two things, firstly, you need to create your Command Button, copy another upgrade buttons info, like Command_UpgradeChinaNuclearTanks, now, once you've done that, you should instantly see what you need to change, in case you don't though, change the Upgrade = setting to point to your new upgrade and the ButtonImage = to the cameo, after doing that, close CommandButton.ini and open CommandSet.ini.
Now, scroll down to ChinaAirfieldCommandSet and look at the setup,
there are numerated items, each item pointing to an item in CommandButton.ini, add a new line, type a number between 1 and 12 that hasn't already been used in the Set, leaving 3-9 and 11 in the basic Chinese Airfield, button numbering is as in the small diagram at the head of the ini file,
copy the name of your new Command Button from CommandButton.ini to the new Set entry, and save, voila, your button appears in game
