anyway.....tht shoot that comes out of the imfantry I think is a anim that goes with the model so you may have to add a parameter for the dozer:

ConditionState = FREEFALL
and
ConditionState = PARACHUTING

that should clear things up, and make it land where you want....look at the Ranger's para code to get an idea but I dont know how you will add the parashute anim to it (unless you have that already) you may have to do a different model of the dozer like DOZER_PARA for the ConditionState = PARACHUTING, with a bone that calls the parachute anim, look at the ranger's para bone (cant remember the name atm)

that should get it working
