OK...now I've found the problem... I think...
In [Americans] section, the STLH was included in VeteranUnits ( instead of VeteranAircafts ). I don't know if THAT was the problem, or it was something else, but now it works fine, and the STLH is build by allies, in AirForce Command Centers.
