I would have said that that wasn't possible but then I had a cunning plan...
If you look in the Avenger target designator weapon, it uses a damage type which changes the state of the unit. Maybe you could use it change the unit to SNOW condition state? Might work...
If you are serious about doing this, then some new infantry death effects would be very nice
