Default Laser that destroys superweapon missiles

I want to create a superweapon that once built, stays active and when a superweapon is launched (with Particle Cannon as exception) it automatically uses its laser to destroy the missiles. i.e. someone fires a Scud Storm and the laser blows all the missiles up as they leave the ground.

I would like to know:

Firstly: Is this possible?

Secondly: How would you do this?
