I like Deezire's window edit from the point of view its a very comprehensive tool and gives a good insight into what is possible.
However, it kills my system to the point where I can't really use it for editng wnd files.
So instead I made my own for basic stuff...I agree for the most part, editing by hand is the way, but for moving stuff around I prefer a tool rather than working everything out.
You may be interested in this, it took me a few hours to put together and atm all it does it allow you to move windows and there children around, you can't add new windows with it.
