track.ini is supposed to be merged into any map file (use the FA2 .ini editor to merge it in) that uses tracks, it doesn't get used on its own. You only need to merge it into a map file if it is supposed to be mod independant (i.e. doesn't rely on the mod having the code in the rules.ini file).
