Everyone hacked TD that modded it, there were even programs that let you edit the exe directly (since all the settings that were moved out to rules.ini were built in at that time). When you say everything was removed for the ion cannon, at least the display logic is still there because you can access it from a map trigger. The action that passes the targeting information to the weapon and displays the correct mouse.sha frames will be gone totally though.
