for VXLs i use HVA builder, because its got some good poses, and you can tweak it to make your own. screenshot, cut and paste onto a nice background, resize to 60x48, add cameo glass effect that i made myself(you can make 1 yourself, extract part of the soviet GUI, then half the brightness on the blank cameo, from there you simply do a colour add merge thing.) then add cameo text.
for infantry, i usually use some guys head on a BG.
and for buildings, i usually resize a screenshot, but thats the crap way. i rushed quite a few cameos by just cameoizing screenshots.
