Just put the stuff you want changed onto that file. I doubt it will work unless it's in a BIG file. Extracted files probably won't work cause of duplicate listings. But you can throw just that ini file in a BIG by itself to test it. I use it from a modded BIG using -mod command. Works fine from there along with Armor and wepaons.
Experience ini, commandbuttons, and commandsets seems to need the whole file though. You also can't add just your str. You have to have the whole file.
