You cannot add more shortcuts or generals exp buttons. That part is hardcoded into the engine otherwise it would have no idea what the button you added is supposed to reference. The closest you can get is by re-enabling buttons 4 and 5 for the gla shortcuts as they just aren't coded into the wnd for that side. You can get that modded file in this thread.
