It is really worth learning to read tutorials so it will be easy for you to get your answers. Even for any beginner, the rules.ini (there's no runes.ini) will always be an easy search, that's why I pointed out to you the tutorial button.

I don't have a copy of any Mod right now, only my own mod (my harddisk just got fried a week ago so I lost my mod collection). However, it is very easy for you to find the answer, in any mod for RA2 only, the ini files usually (but not always) reside in the expandxx.mix - where the xx=to any number. And expandmdxx for RA2 Yr inifiles. So your best bet would be to look for an expandxx file.
