What are you saying specifically? You have a new Civilian building made-up or you want to make an old civilian building buildable in game? If you just want to have a buildable old civilian building just change the techlevel to a positive value to maybe two or three. Give it the owner and prerequisites and AIBasePlanningSide for your side. Or just copy the civilian building rules of your choice and make a new one. Don't forget to insert a name in the Building types if you make a new building. It would be nice if you have build-ups for the art.
