I have that ploblem too.I want french AI to build a lot of grand cannon
My solution is
Add Pillbox to AlliedBaseDefenses=
And add Sentry Gun to SovietBaseDefenses=
And set the owner of pillbox to allied country only do the same to sentry gun

I use this method and my French AI build 8 or more of grand cannon
