The only gla that 'might' be underpowered would be demo because of the higher unit prices. They lost most of the effectiveness of the demo ability, which was overpowered the way it was, but got nothing in return.
I would consider toxin, together with air, to be the strongest two out there. Saying that toxin has very little effect on air units is plain wrong. The tunnel defenders have stinger site tracking on their anti air attack and with anthrax gamma they also get a damage boost to it. Against king raptor they're rather useless though.
As for a patch, the only thing done so far is Aaron confirming that a community patch would be a possibility in the future as it appears the B4ME community patch tuns out quite successfull.
