Does anyone know how to edit the AI besides having to edit each level in the maps.big fie?

Libraries.big has general ai changes that affect how the ai are in general not in every map (from what i understand at least). Does anyone know how to change the ai from here? I basically have rohan units build from gondor buildings and vice versa. If anyone could help me on how to do this i would appreciate it alot. thanks.
