Temporal weapons cannot have a CellSpread attached.
"A Chronosphere that kills and doesn't teleport" is a simple Nuke (or any other damaging superweapon) clone with appropriate graphics. Like a GenMutator with a different warhead. However, you cannot create chronoing impact anim.
