I think its implemented in the engine. There is something in the game.dat example: "Options::AlternateMouseSetUp" I've found this in both, BFME and BFME II game.dat files. So I think simply changeing the UI and we can use it, like some Buttons that were hidden in C&C Generals.
Edit: I've found out, that then you add "AlternateMouseSetup = yes" to the Options.ini in your "My Battle for Middle-earth(tm) II Files" Folder, you have the normal Command & Conquer like Mouse.
