First hint: if you're new at editing with Generals, try far lesser demanding stuff first.
Trust me, you would hardly be able to create a tank that generates a stealth, let alone if it is even possible (seeing as you would have to grant the stealth set to nearby units...however, there isn't any possible way to do grant other units a certain set like that. The only reason why the Propaganda tower works, is because it adds an Horde-like bonus to all units...however, that is HARDCODED). I have yet to see a way to let a certain object grant other units a certain state.
The only example that MIGHT give you a slight hint, would be the Emergency Repair object in system.ini (it's called diff though..something like vehiclerepair). However, I doubt it's possible. At least not with the little you claim to have...Try something else first...
