I got fix to this !!!

Well, im very new to modding but hated the camera so much that i really looked into it. There is a way to see even 1700, just see in the file beginning for this....

Use3WayTerrainBlends = 1
DrawEntireTerrain = No <--------- ( change this to "Yes")
TerrainLOD = DISABLE ; should be handled by options screen.

this is in Gamedata.ini. This way you can have any camera height you like
and it works like a dream, this will take some more resources from your graphics card tho, but i have bad system and still works fine.
