From a practical point of view, if you're not able to do the majority of the work yourselves, there is no way you'll be able to get any experienced modder on board.
You're not the first and probably not the last one that comes here with -sigh - yet another great mod concept.
But ideas are cheap, it is getting the ideas to work that is the main obstacle. So unless you can prove others you're a very capable man, none of the experienced modders is ever going to assist you and certainly not till the end...

I know I sound very harsh, but the lightness of your claims kinda betray you have not enough experience and modding maturity. Once you've done some serious modding you'll get a fair understanding on just how much work is involved in your project. You’re seriously underestimating the drag that time is going to have on your project.

My perception is that not even 5% of the newly started mods really end up to a playable stage. Having underestimated the amount of work is the main reason why most bite the dust. Internal conflicts and the inability to profile them as a good and skilful leader are also important causes for failure.
