Maybe there is a way? I was thinking on it.
I haven't mapped in awhile, so forgive me if I'm wrong.
Maybe give the flag a non-playable country as a house. Then give the flag a trigger starting a countdown until the player wins, then force the player win trigger. That is, until another house captures it.
Of course the flag would have Capturable=yes logic.
