Here how to get the folder to get all movies and transmissions (or at least how I got to it) My Computer, then Local Disk (C: ), then Documents and Settings, Then the folder with your User Name, Then Application Data, Then Command & Conquer 3 Tiberium Wars, Then Profiles, Then there should be a folder with your user name in game, go into that, then your there just place the IDB folder and the movies.ini in here  .
