Thanks. I'll bump the cost up to something appropriate; I simply left it low for ease of testing. I know that some nations have increased costs; I guess I just didn't know/forgot that USA was one of them since I've had Deezire pretty much since it came out and have played the USA for so long. I know that veterancy is based on a multiple of cost but I had thought that there was a modifier for it. I have plenty of RA2 experience but almost none in editing.
