Well, I do hope that EA will make it possible. Having only land and air units seems to be a great limit, given the name "Command and Conquer", as far as I can remember, EVERY command and conquer game had naval units except generals!
What we really need is the "tag" that says " You cant build on water, or on rubble, or on cliffs or on unexplored territory. You need a DOZER unit to kick the building construction "
Once that entry is found, it would be dead easy to modify it, if its not hardcoded..
there is a way, it was done by LOFS MOD, it is done in the modelling process, the model is a bit far away instead to be in the center, idem for the bones
for the game the naval yard is build on land but all of the model and bones (and the creation point is set on the model) are in the water,

The people who didn't want to be cheated !!! As I tried to explain it before, you can build this buildings everywhere on land, building some navals in (which can't move [except the outcomming of the navalyard]) and can shoot a long range which devastating weapons and a huge armor ! Isn't really fair or ???
this thing of the "MCV" naval yard was already made by enterdestiny in his russia mod, from the command center you build a hovercraft and inside the hovercraft the naval yard was here ready to be placed on water
Yeah so far Enterdes concept is good and effective, about the LOFS mod we can't be sure if the dozer really builds that naval yard, we havent seen any screenshots that shows a "Construction fences" etc..
