If you're going to make the SWs only avaiable at Lvl. 5 then you should also make Heroes available at Lvl. 3 and beyond.

I had the SW at Rank 5 idea a long time ago, but I changed it to Rank 8 and Heroes at Rank 4 (I had added 6, 7 and 8 back in)
