I don't think making a WW2 mod is the problem, but getting enough motivated and talented people together.
Smurf had the advantage that he was able to rally talent behind the project, partially by the wake Blitz1 made, partially because he's a good negotiator.
The way you bring up a project like this is very important.
A team leader is not just somebody that think he has a good idea, but someone that has very good communication skills. At the same time you need to establish credibility and respect with those who you're collaborating with. You do this NOT by dictating others what to do, but by showing what you're able to do yourselves.
Sad to say but the way most people post request for mod assistance makes me laugh. You might as well type :
"Looking for some talented slaves and monkeys that will do all the work so i can realise my own wet mod dream. You’ll get all the credits".
I grossly exaggerate here, but that's what I read between the lines.
Fact is that "credits" mean nothing and won’t keep a team together. There are only 2 ways that lead to a successful team:
A) You're new and are able to master every part of the production chain. After making a few samples you might be able to attract talented people, who start to believe in your project.
B) You start building up a reputation first. You actively take part in the more advanced modding discussions and are able to profile yourselves through time as a knowledgeable person. You'll have made friends by then and will find assistance a lot easier that way.
As far as bringing talent together, Blitz II beats everyone:
They undoubtedly have the best modeller (Proclone) and the best graphical talent (Gracktov) in the community. Their coding team is formed by very experienced modders (Smurf , Chrono, etc) and they were able to bring in and "educate" several promising new people.
Question is then:
What will you able to bring in your new WW2 mod that will motivate your team members enough to keep on going? Because the competing standards are pretty high…
I'm encouraging competition, but you have to know damn sure what lays ahead... :S
