Default Defcon needs an INI coder

I hate asking for help, makes me sound like a n00b Oh well, here goes:

Defcon is a realistic war mod with fictional sides, fictional units, etc. So not your basic USA, UK, Russia. Three different sides with three different strategies, goals, and units.

I need a good INI coder for my mod. I know beggers can't be chosers, but this is a code-heavy mod, so it is imperitive that you have some fairly repectable skills. Things you'd need to do specifically:

Supply system using power logic
Vehicles need a certain amount of supplies to run, if they don't have it, they "shut down" like low power buildings. Buildings don't need power, as they're tents for the most part. This is to open up new strategies of destrying enemy supplies and it discourages massive tank rushes. If you have to maintain your units, you'll go for quality squads, not quantity squads.

Units are delivered, not created
Flown in from off map to fit the realism

If you think you can do that, let me know. I'll take care of gfx, so you need no knowledge of how to make units, only how to look at em, see the bones, and use that to imput it into the game. The forums are here(my alias on that forum is "Agile")
