I'm probably overlooking it but which file would you specify if a certain upgrade is available for only a specific faction? And another question of mine is can you make certain upgrades available for say two out of the three factions or would you have to copy the whole thing out again and make it for the both? Thanks for whoever replies.

for Q1: the upgrades are located at upgrade.ini

For Q2: yes you can do that provided with add a code to triggeres that certain upgrades for that certain units. most likely you need to add a code for your units.
